In a nutshell the 60% you mentioned is irrelevant as it doesnt say anything if you do not specify what it refers to. Yes you are partly right that players in the market can play with the price, but simply due to fundamental weaknesses in the KPN stock (no dividend, rights issue, financial problems, downwards trend in income level etc).
The fact that the possibility is linked 100% with relative small players (whatever the definition of this may be) I do not agree on. Yes a player with relative low position could easier decide to take loss, but the same sort of reasoning you can apply for hypothetical player with relative large position in for example KPN (but than the other way around).
