Stainless steel scrap prices up on limited availability

Recycling International reported that against a backdrop of scant availability, there has been an increase in stainless steel scrap prices over recent weeks. The range for the 304 quality has climbed to USD 1300-1350 per tonne while 316 material has advanced to USD 1780-1830. Chrome scrap prices are broadly unchanged at USD 300-340 and USD 400-440 per tonne for, respectively, 409 and 430 material.

The strained scrap situation is reflected in the fact that the discount for the nickel content from the LME quotation has shrunk from 28% to 16% over the course of two months. Traders are suffering from very low or even non-existent profit margins at a time when business would normally be a lot brighter.

According to Heinz H Pariser Alloy Metals and Steel Market Research, the EU's crude stainless steel production declined by 7% from 2.063 million tonnes in the opening quarter of 2014 to 1.917 million tonnes in the same period this year. Expectations are of growth for the rest of the year given the anti-dumping duty on cold rolled stainless steel sheet from China and Taiwan.

EU stainless steel scrap imports from third countries jumped 16.8% to 58 099 tonnes in the first two months of 2015, with 17 108 tonnes or approximately 30% of the total coming from Russia. EU exports to third countries soared 174.5% to 63 076 tonnes, with the leading recipient being India on 28 866 tonnes followed by Taiwan and South Korea.

Turkish Yildrim Holding may invest in ferrochrome plant in Iran

Fars news agency said last week that Turkey’s Yildirim Holding AS is interested in investing in Iran for production of stainless steel feedstock ferrochrome as its CEO Mr Yuksel Yildirim has traveled to Tehran to attend Iran Mine and Mining Industries Summit and scope out potentials for investment in the country.

In his meeting with IMIDRO chairman Mr Mehdi Karbasian, the Turkish industrialist said that for the start, his company is ready to buy Iran’s ferrochrome products or a smelter and mines in the country.

Yildrim Holding is ready to sign a 10-year deal for production of ferrochrome, its CEO said, adding Iran is his company’s new target after operations in Turkey, Russia and Kazakhstan.

Sabzevar Ferrochrome is the only producer in Iran of the alloy which is mainly used to prevent corrosion in steel.

Tsingshan Steel inks design contract for Indonesian stainless project

Zhejiang Province-based Chinese steelmaker Tsingshan Iron and Steel has signed a contract for the design of its 3 million mt capacity stainless steel project in Indonesia with MCC Beris Engineering and Research Corporation, as announced by China Metallurgical Group Corporation (MCC).

The 3 million mt of stainless steel rolling project includes a 1,780 mm stainless steel continuous hot rolling production line, which will be able to produce hot rolled stainless steel coil with widths of 800-1,500 mm, thicknesses of 2.8-16 mm, and a maximum coil weight of 25 mt.

Jindal Stainless, IMFA and Visa eying chrome from TATA Steel captive mines in Sukinda

Hindustan Times reported that Chrome ore, a mineral found abundantly in Odisha and a major raw material for making stainless steel, is turning out to be a prized commodity with companies such as Jindal Stainless, Indian Metals and Ferro Alloys and Visa Steel vying for a greater share of the mineral from mines owned by Tata Steel.

Tata Steel owns the mining lease to the chromite mines spread over 406 hectares at Sukinda in Odisha. The lease has been categorised as captive, which means that the produce has to be used by Tata Steel only at its plants and can't be sold in the open market.

However, Visa Steel mining director Vishal Agarwal, who is part of the group pushing for merchant status for the mines, told HT that Tata Steel had been selling the chrome ore from the mines in the open market from 1993 to 2013, hence the mines can’t remain in captive category.

The companies are petitioning the state government to convert the category to facilitate smooth sale of mined chrome ore that will feed the ferro-chrome facilities in the state. However, this has been contested by Tata Steel as the mines are captive and under the mining ordinance promulgated recently, the deemed extension of a captive mining lease is for 30 years. In cases where the mineral is not used for captive purposes, the ordinance stipulates an extension up to March 31, 2020.

Chrome ore mining leases in the state are owned by companies including Tata Steel, Misrilal Mines and BC Mohanty. Notably, ferrochrome is seeing increased demand

The Odisha government had sought renewal of Tata Steel’s mining lease, which expired in 2013, in December 2014 subject to the execution of the mining lease deed by May 31, 2015. Since the mining lease deed was not executed, the order lapsed.

Morgan Stanley slashes nickel forecasts by 12%

Reuters reported that Morgan Stanley has slashed its nickel price forecasts for the second half of the year on Tuesday as a softer global growth outlook curbs demand from stainless steel producers, making it the third bank this week to downgrade prospects for the metal.

The bank cut its third quarter 2015 nickel price forecast by 12% to USD 13,228 a tonne and its fourth quarter outlook by 10% to USD 13,448 a tonne.

LME nickel traded at USD 12,625 a tonne on Tuesday.

It said “Nickel prices have been particularly hard hit among commodities, as 70 percent of refined metal goes into the stainless steel sector where producers often sell down stocks aggressively on signs of worsening economic growth. ”

It added “An industry debate in 2014 about bullish supply side risks from Indonesian export ban was passing, with the market focus now on buckling stainless steel demand growth. However, further downside appeared limited, given prices were well down the cost curve for nickel producers.”

Morgan Stanley expects nickel demand to grow at 1 percent this year.

Citi said in a note that week that weak nickel prices since last year have effectively removed any incentive for stainless steel consumers to rebuild inventories. It said "We now see little prospect of a sustainable nickel price or stainless stocking upturn ahead of the July/August holiday period.”

JP Morgan on Monday noted underwhelming second quarter stainless steel demand and said that “It is more comfortable with USD 10,000 nickel than it was with prices at USD 17,000 a tonne.”

Weak demand has thrown cold water over any hopes for a repeat of a 50 percent rally in nickel to more than $21,000 in May last year after Indonesia banned ore exports in January. Traders had bet that China would be forced to consume more nickel, as nickel pig iron, a cheaper feedstock made primarily from Indonesian ore, dried up. But the Philippines ramped up exports to fill the gap, and now Indonesia's nascent NPI industry has already begun exports.

EC cuts AD duty on Taiwanese CR stainless steel but raises for China

India to levy anti dumping duty on SS 304 HR stainless steel imports from China, Malaysia and Korea


India\'s Directorate General of Anti Dumping & Allied Duties vide Notification dated March 9th 2015 has recommended to the Ministry of Commerce to levy definitive anti dumping duty on cheap hot rolled flat stainless steel imports from China, Malaysia and Korea.

The authority is of the opinion, therefore, that imposition of definitive measure is required to prevent injury being caused to the domestic industry.\"

A notification in this regard is expected to be issued very soon.

India to resolve stainless steel import dispute with Malaysia

Economic Times recently reported that Indian officials are scheduled to hold a meeting with their Malaysian counterparts to discuss ways of curbing misuse of Asean Free Trade Agreemen (FTA) that has led to an alarming rise in stainless steel imports from that country in the last one year.

The meeting will also be attended by officials of the Indian Stainless Steel Development Association (ISSDA), an industry body which has been spearheading the issue.

This follows a representation from ISSDA on the issue to the ministry of external affairs and the steel ministry. In particular, it has urged the government to review the Rules of Origin under the IndiaAsean trade in goods agreement at the earliest.

In order to qualify for preferential duty rates as per the India-Asean FTA, products have to meet a norm of 35% value addition. For this, all imports must be accompanied by a certificate of origin issued by the originating country. However, there have been instances of preferential tariff being availed without proper certificate or mis-declaration of value addition norms.

To counter this impact, ISSDA has suggested that a Product Specific Rule (PSR) as defined under the India Korea Comprehensive Economic Partnership Agreement (CEPA) or the India Japan Comprehensive Economic Co-operation Agreement (CECA) be adopted and followed in case of the India-Asean FTA.

ISSDA said "Malaysia has no hot rolling facilities for stainless steel. The input in this case, hot rolled coils required for cold rolling is imported from countries outside the Asean region like China, South Africa. Within the Asean countries, it would not be possible to deliver a 35% value addition in order to qualify for preferential duty. However, it has been increasingly found that some companies mainly from Malaysia are furnishing preferential certificates of origin to convince Indian customs authorities that the material has originated in Malaysia.”

Incidentally, according to latest data for June 2015, Malaysia accounted for 3,364 tonnes of stainless steel imports, second only to China at 19,962 tonnes.

Steel Mart 2015 – Mr Suri of Outokumpu calls for sustainability

During the inaugural session of “Steel Mart Summit 2015” organised by CII at Chandigarh, Mr Mr Yatinder Pal Singh Suri, India head, Outokumpu, the largest stainless steel maker in the world stressed on the need of developing sustainable maintenance free infrastructure in the country and working towards increasing production of stainless steel in the country as well as consumption. Presently Per capita use of stainless steel in India is less than 2.5kg as compared to 10Kg in China.

He said “There are over 400 grades of stainless steel for the diverse range of end use applications. In India the dominant demand is from the utensils and kitchenware application segment, as high as 65%. This low end application is being catered to by over three dozen induction melting route units as well as the four integrated manufacturing plants. The industrial applications constitute about 35% of the overall demand. The local product range capability is rather limited, so imports are vital for high end advanced materials requirements of end users.”

Mr Suri said “India has extremely ambitious infrastructure growth plans ahead . Corrosion is a serious issue along the long coast line. Almost 3- 4% of our GDP is lost to corrosion. Nation, being cash starved, can not afford to allow new infrastructure to corrode and go for frequent repairs. Use of stainless steel should be encouraged by the government specifically for infrastructure in coastal regions. Material selection is the need of the hour to make India corrosion free. Stainless steel structural elements and reinforcing bars in concrete have been used in coastal regions to achieve more than 100 years of maintenance free life.”

He added “Railway coaches, Metro coaches, Wagons becoming maintenance free and lighter to save on haulage energy costs with stainless steel. Railway stations can go for clean drinking water in taps through stainless steel storage tanks and pipelines for distribution. Stainless Railway bridges along coastlines will also become maintenance free.” He said.

'Resultaat Aperam verder verbeterd'

AMSTERDAM (AFN) - De producent van roestvrij staal Aperam is in het tweede kwartaal naar verwachting op een hoger bedrijfsresultaat (ebitda) uitgekomen dan in de eerste drie maanden van dit jaar. Daarmee voldoet het bedrijf aan zijn eigen doelstelling voor een verdere verbetering van het resultaat. Dat komt naar voren uit een rondgang onder analisten door persbureau Bloomberg. Aperam maakt woensdag nabeurs de resultaten bekend.

Volgens de gemiddelde verwachting komt de ebitda uit op 150,3 miljoen dollar, tegen 133 miljoen dollar in het eerste kwartaal. De omzet is op jaarbasis volgens de schattingen met 7,1 procent gedaald naar ruim 1,3 miljard dollar.

Bij de publicatie van de eerstekwartaalcijfers in mei gaf Aperam aan te rekenen op een lichte daling van de nettoschuld in het tweede kwartaal. Die stond aan het einde van het eerste kwartaal op 508 miljoen dollar. Daarnaast werd het lopende besparingsprogramma uitgebreid.
