Tata Steel Selects Danieli Centro Maskin Grinding Technology

New order from Tata Steel for slab inspection and grinding will be installed at the Kalinganagar plant in Odisha in India, for conditioning of slabs low and medium carbon and exposed automotive steel grades. Processed slabs will be 250 mm thick, 2.15 meter wide and in lengths up to 11.5 meters. The core part of the new plant will consist of a SuperGrinder HGS600 in dual grinding-table configuration, with an installed grinding power of 630 kW and a capacity over 400,000 tonnes per year in full skin-grinding mode.

Technological packages Hi-Grind, E-Cube and CastGrind will be part of the supply.

The automation platform will be designed and supplied by Danieli Automation, including an IntelliGrind system for surface inspection.

Philippines Renews Drive to Curb Sale of Substandard Steel Rebars

The Philippine Star reported that Philippines Department of Trade and Industry has reiterated its warning against substandard products as they pose danger to the public. Trade Secretary Mr Ramon Lopez said selling substandard products is like selling illegal drugs because both activities endanger the lives of Filipinos. Mr Lopez said the agency has put in place standards aligned with international counterparts for critical construction materials such as steel, cement, and concrete. He said the standards are being reviewed periodically. He said “We even made the procedures stricter in testing standard compliance. For example, we have adjusted the sampling. Before, we only test three pieces no matter how large the imported steel shipment. Now, we are conforming to ISO’s ideal sample size: 50 pieces for 20,000 tonnes.’

He said the DTI is undertaking additional inspections and conducting surprise visits to ensure the safety of products. He said “We would have to trace the sources, the distributors, warehouses, as well as the source of the manufacturers. To guarantee that substandard materials are kept out of the market, those who fail to comply with requirements can face payment of penalties, revocation of permits, and possible imprisonment.”

Lopez’s statement follows the joint memorandum circular issued by the DTI, Department of the Interior and Local Government and the Department of Public Works and Highways, which seeks to ensure the resilience of communities to disasters as well as public safety. The circular also aims to prepare the Greater Metro Manila Area in case The Big One or a large-magnitude earthquake hits the country. As part of ensuring public safety and disaster-resilient communities, the circular also directed all local government units to assess the structural integrity of all public and private buildings and facilities to see if they conform to the National Building Code of the Philippines.

Odisha Government’s 22nd High Level Clearance Authority meeting last week approved three steel projects envisaging investment of INR 6923 crores in Odisha, providing employment to 4638 people

1. Thriveni Earthmovers Private Ltd - 30 million tonne per annum iron ore beneficiation plant in two phases at Deojhar in Kenonjar district with a total investment of INR 1426.75 crore providing employ ent to about 884 people

2. Thriveni Earthmovers Private Ltd - Expansion of iron ore pellet plant capacity of 24 million tonne per annum iron ore pellet plant in three phases, located at Bhitargarh in Paradip with an additional investment of INR 3396.51 crores providing additional employment of 954 people

3. Orissa Metaliks Private Limited - Setting up of a 1.2 million tonne per annum integrated steel plant along with 225MW CPP at Nayagarh in Keonjhar district with a total investment of INR 2100 crore providing employment of 2800 people.

Algoma Steel Employees Exposed to Toxic Hydrogen Cyanide

SooToday reported that Algoma Steel Inc acknowledged on Thursday that some employees or contract workers have been recently exposed to hydrogen cyanide contained in condensate from coke oven gas. Algoma Steel manager of communications Ms Brensda Stenta said that a full investigation into the incidents is underway in conjunction with United Steel Worker Locals 2251 and 2724. An initial written statement, issued by Ms Stenta to SooToday, says the exposures occurred during three incidents during the past week, but doesn't specify the number of workers involved in each incident, exposure concentrations, whether medical treatment was required or how affected staff are doing now.

Ms Stenta's statement said “During the past week we have had three incidents involving employees and or contract personnel exposed to coke oven gas condensate. These incidents occurred in different parts of the operation but all involved the draining of COG condensate from the COG main. COG contains several hydrogen compounds, of which hydrogen cyanide is one. We took immediate precautions and introduced an interim safety procedure, requiring all workers engaged in the draining of COG condensate, to wear additional personal protective equipment.”

Ms Stenta added "Work is underway to contain all COG main drain lines across the steelworks to prevent any potential for exposure going forwar.’

Mike Da Prat, president of Steelworkers Local 2251 representing 2,263 of Algoma's 2,940 employees, confirmed to SooToday that his union is involved in hydrogen cyanide exposure cases and expressed frustration with the state of the investigation.

Steel Minister Sees Odisha Steel Output at 100 Million Tonnes by 2030

PTI reported that Indian government is working on strengthening the steel ecosystem in Odisha whose steel production is set to cross 100 million tonnes per annum by 2030. Steel Minister Dharmendra Pradhan said “Today Odisha is the highest steel producing state in the country. We are working to strengthen the steel ecosystem in Odisha. By 2030, Odisha’s steel production alone is set to cross 100 million tonne per annum. Odisha is going to be the nerve centre of Mission Purvodaya in steel.’

He said Kalinganagar will be the hub of the clusterisation programme involving entire eastern India. He said“Moving beyond just producing primary steel, we will create an ecosystem of ancilliary, value added products, capital goods with industry participation.’

Mr Pradhan said that with Japan as the partner country, the government is looking forward to make Odisha, the nerve centre of Purvodaya in steel sector.

American Institute for International Steel Seeks Intervention on Section 232

The American Institute for International Steel has again asked the United States Supreme Court to hear its case challenging the constitutionality of Section 232. The AIIS is now seeking an audience with the Supreme Court for a second time. The group, citing the urgency of its case against Section 232, tried to circumvent the appeals process last April by going straight to the Supreme Court. But the high court in June declined to hear the matter. AIIS lead counsel and associate dean and professor of law at the George Washington University School of Law Mr Alan Morrison said in an email to Fastmarkets AMM "We intend to seek Supreme Court review promptly, and we are hopeful that the court will act before it adjourns in June.’

AIIS' move comes after the US Court of Appeals for the Federal Circuit said that President Donald Trump acted within the authority granted to him by the Constitution in imposing tariffs and quotas against foreign steel and aluminium on national security grounds. The appeals court’s opinion upheld a decision reached in March of last year by the US Court of International Trade

The AIIS, a lobbying group representing steel traders, has argued that Trump's use of Section 232 was an unconstitutional power grab of trade authority that had been delegated to Congress by the Constitution.

Section 232 caused US steel prices to surge to their highest point in nearly a decade shortly thereafter, although they have since fallen significantly. US steel imports have declined since Section 232 was unveiled, totaling 25.29 million tonnes in 2019, down by 17.3% from 30.57 million tons in 2018 and off by 26.6% from 34.47 million tonnes in 2017.

Court Acquits Former PSM Chief in Corruption Case

The Daily Times reported that an accountability court has acquitted former chairman of Pakistan Steel Mills Mr Moeen Aftab over lack of evidence in a corruption reference worth PKR 490 million. Ex-PSM chief Mr Moin Aftab Shaikh along with ex-director commercial Mr Sameen Asghar has been accused of misuse of authority which caused PKR 0.49 billion loss to the national exchequer. Pakistan’s National Accountability Bureau had filed nine corruption references against Moeen Aftab.The anti-corruption unit had opened an investigation into the matter in 2010, which was later transferred to NAB over directives of the Supreme Court.

Accountability court last month had acquitted three accused including the former chairman of Pakistan Steel Mills Mr Moeen Aftab over lack of evidence in a corruption reference worth PKR 900 million.

Mr Moeen Aftab had been acquitted in three out of nine corruption references filed by the anti-corruption watchdog.

ArcelorMittal Kryviy Rih Modernizing Sinter Plant

ArcelorMittal Kryviy Rih is modernizing Sinter Plants. The company has reconstructed three of the six sinter machines of the shop 4, 5 and 6. Each unit is equipped with a modern system of gas purification and advanced automation. Hot tests of the whole complex of the newly updated sinter machine No 4 with the use of charge materials are ongoing, and now it is being brought to design capacity.

Last December, an ecological modernization of the sinter machine No 1 began, with half of the total volume of work being completed. On sinter machine No 1, as before, on sinter machine No. 4, 5 and 6, a new installation of gas purification from the sintering zone will appear. Here will be installed a modern efficient electric filter from Ekoplant of Italy. The replacement trolleys with the possibility of increasing the charge layer up to 450 mm will be replaced, the main units of the linear cooler, the gas manifold with the installation of automatic dust extraction through new two-valves, and a new conveyor spill. They will also install a new ignition coil with a modern energy-efficient ignition system, which will significantly reduce the consumption of natural gas.

The modernization of two more of the six sinter machines (# 2–3) is planned for 2020-2021. As a result of the reconstruction of the sinter shop No. 2, the dust emissions at each of the six sinter machines will be reduced by 250 tonnes per year - a total reduction of about 1500 tons per year.

BRUSSEL (AFN/BLOOMBERG) - De Europese Unie heeft importheffingen ingesteld op stalen wielen uit China. Het gaat om vergeldingsmaatregelen voor vermeende prijsdumping door exporteurs van wielen uit het Aziatische land.

Prijsdumping gebeurt als exporteurs producten onder de kostprijs verkopen. Volgens Brussel maken Chinese fabrikanten van wielen voor onder meer passagiersauto's, tractoren en opleggers zich daar schuldig aan. Dat zou ten koste gaan van Europese staalbedrijven.

De Europese Commissie hanteert verschillende tarieven voor de heffingen. Die variëren van 50,3 tot 66,4 procent bovenop de verkoopprijs en gelden voor een periode van vijf jaar. De heffingen zijn even hoog als de voorlopige invoertarieven die Brussel in oktober instelde.

ArcelorMittal and Ilva Commissioners to Sign Deal – Report

Reuter reported that ArcelorMittal and commissioners of the Ilva steelworks are set to sign a deal on Wednesday ending a four-month-old dispute over the future of the southern Italian plant. ArcelorMittal lawyer Ferdinando Emanuele and Ilva commissioners lawyer Enrico Castellani told Reuters the agreement would be signed on Wednesday and that both sides would ask the Milan court to drop both the lawsuits. Castellani told Reuters the two sides would file their requests electronically, asking the court to cancel the upcoming hearing of March 6.

The lawyers said details of the deal were confidential.

ArcelorMittal’had tried to walk away from a 2018 deal to buy Ilva, after parliament had scrapped legal immunity from prosecution over environmental risks during a clean-up of the heavily polluting factory.ArcelorMittal’s decision to withdraw was a blow to the coalition government, with Industry Minister Stefano Patuanelli saying the steel giant had used the legal issue to escape a potentially loss-making deal.

ArcelorMittal Nippon Steel India Acquires Bhander Power Plant

ArcelorMittal Nippon Steel India announced that it has completed the acquisition of Bhander Power Plant in Hazirain Gujarat from Edelweiss Asset Reconstruction Company. Natural gas-based Bhander thermal plant, with an installed capacity of 500MW, will remain captive to ArcelorMittal Nippon Steel India’s steel manufacturing operations at Hazira.

Bhander, which was commissioned in 2006 and commenced commercial operations in 2008, was purchased by ArcelorMittal Nippon Steel India under the Securitisation and Reconstruction of Financial Assets and Enforcement of Securities Interest Act.

SAIL RSP new Hot Strip Mill Produces First HR Coil

At the production facility of India steel maker Rourkela Steel Plant of Steel Authority of India Limited, a hot strip mill with an annual production capacity of three million tonnes, processed the first coil on January 31, 2020. The hot strip mill was supplied by Primetals Technologies and produces high quality steel for the automotive industry and API grades. It is equipped with pair cross technology to ensure optimum control of profile and flatness. The first coil was produced within two days of the start of hot trials. The hot strip mill, one of the largest of its kind in India, is able to produce coils in thicknesses between 1.2 mm and 25.4 mm and in widths between 725 mm and 2,150 mm. Maximum coil weight is 35 tonnes. The range of products includes carbon steels for the construction industry, low and medium-carbon steels, LPG cylinder steel and API grade steels, including X100, up to high-grade products that meet the requirements of the automotive industry.

The order was awarded to a consortium of Mitsubishi Corporation and Larsen & Toubro. MC was responsible for the project management as a consortium leader, and L&T undertook civil construction, erection and local supply. Primetals Technologies undertook designing and engineering of the hot strip line as well as supply of main mechanical equipment as a main technology supplier. This includes a reheating furnace, a single-stand roughing mill, a seven-stand finishing mill, two down coilers, auxiliary systems and equipment for the roll workshop. Hitachi Limited undertook to design, engineer, and supply electrical equipment/automation system.

Four stands of the finishing mill are equipped with pair cross technology. This permits optimum adjustment of the roll gap contour and thus a fine control of the strip profile. Depending on the angle set, the crown of the strip can be varied in a wider range than can be achieved in a conventional 4Hi mill with work roll bending only.

Jingye to Acquire British Steel on March 9

The sale of British Steel to the Chinese company Jingye will be completed on Monday, March 9. Jingye Group announced that it has agreed to proceed towards the completion of its purchase of British Steel from the Official Receiver. It said “The completion will take place on March 9, preserving 3,200 high-skilled jobs in Scunthorpe, Teesside and elsewhere, securing a long-term, sustainable future for steelmaking in the region as a key part of Britain’s industrial heritage. A further approximately 100 jobs will transfer to Barrett Steel following the sale of four British Steel distribution centres. The completion of the deal will also unlock the pledged investment of GBP 1.2 billion to modernise the site as well as improving its energy efficiency and environmental performance.

Jingye chief executive Li Huiming has hailed the deal as a new chapter in British steelmaking and promised not to misuse the trust that has been placed in the company by British Steel employees and unions.

Subject to the acceptance of employment offers, Jingye will acquire British Steel’s steelworks at Scunthorpe and UK mills at Teesside Beam Mill and Skinningrove, as well as subsidiary businesses FN Steel and TSP Engineering.

NCLT Approves ArcelorMittal India Resolution Plan for Odisha Slurry Pipeline

The National Company Law Tribunal Cuttack has approved INR 2,359-crore bid of ArcelorMittal India for debt-ridden Odisha Slurry Pipeline Infrastructure Ltd. A two-member bench of the NCLT Cuttack gave a go ahead to the resolution plan of ArcelorMittal India, which had been approved by the Committee of Creditors of OSPIL. The tribunal observed that the plan provides repayment of the principal dues to all financial creditors of OSPIL, which is indeed fair and equitable" and has taken care of the interests of all stakeholders. NCLT said "The Resolution Plan submitted by ArcelorMittal India, the Resolution Applicant, approved by 100 per cent of voting in the 8th Committee of Creditor's Meeting held on December 6, 2019 is approved as per Section 31 (I) of the Insolvency and Bankruptcy Code.”

NCLT also said that the order would be binding on employees, members, creditors and other stakeholders.

OSPIL owns and operates a 253-km pipeline that connects iron ore mines in Dabuna in Odisha, to a pelletisation plant in Paradip. It connects ArcelorMittal Nippon Steel India iron ore beneficiation plant in Dabuna to its pellet plant in Paradip in the state of Odisha.

Sandvik to Supply Stainless Steel Umbilical Tubes to Mero Oilfield in Brazil

Sandvik has won the first large scale stainless steel umbilical tube order in Brazil’s pre-salt Mero oilfield. The milestone contract is significant for the offshore Brazilian oil and gas industry, which typically uses thermoplastic hose umbilicals. It will consist of over 500 kilometers of Sandvik’s super duplex Sandvik SAF 2507 stainless steel umbilical tubes encapsulated by Prysmian Group. Sandvik SAF 2507 is an austenitic-ferritic stainless steel that performs well in highly corrosive conditions. It offers excellent resistance to stress corrosion cracking, pitting and crevice corrosion, erosion corrosion and corrosion fatigue. It features high mechanical strength and good weldability. Umbilicals seamless tubes made from Sandvik SAF 2507® provide stronger structural reinforcement in smaller sizes compared to less durable thermoplastic technology.

Mero is an expansive pre-salt oilfield in the Santos Basin offshore Rio de Janeiro with immense oil production potential. As one of the most prestigious projects in South America, the Mero oilfield is being managed by the Libra Consortium, made up of a partnership between Petrobras, Total, Shell Brasil, CNPC and CNOOC Ltd. The first phase of the project, Mero 1, is an ultra-deepwater project consisting of 17 wells in a water depth of approximately 2,000 meters.

Workers Unions Community and Unite Welcome Jingye Acquisition of British Steel Next Week

Responding to the news that Jingye will complete the acquisition of British Steel next week, Community General Secretary Roy Rickhuss said “It is welcome news that the completion of the deal is now in sight. This has been a long and, at times, very difficult process and so we are pleased to hear confirmation that Jingye will acquire British Steel next week. This is all credit to the world class workforce who have kept British Steel running through this long period of uncertainty. We look forward to working with Jingye as they bring forward the GBP1.2 billion of investment, which should have a transformational effect on the business and will ensure it has a sustainable future. There is still plenty of work to be done in the coming weeks. We argued that everyone should be taken over into the new company and we are continuing to make the case on behalf of our members for the maximum number of employees to be transferred to the new business. We also hope that the Hayange plant can be part of the future of British Steel as it is an important element of the downstream supply chain from Scunthorpe. The government took the right approach to support the company through liquidation but it still has a role to play in ensuring a level playing field for the UK industry to compete in a global market. We will continue to call for further action on energy costs, procurement and business rates, so that British Steel and other steel producers have the best chance of success.”

Unite assistant general secretary Steve Turner said “Unite’s members at British Steel will be feeling a sense of relief today that the deal has finally been confirmed. The lives of the affected workers and their families have effectively been on hold for 10 months since the company went into compulsory liquidation. Some hard decisions have had to be made in order to ensure the deal went through. Jingye’s offer was the only one which guaranteed the continuing operation of the blast furnace which was essential to the company’s long-term future. While the government has played a crucial part in ensuring that a buyer for British Steel was found its role must not end here. It is essential that dramatic action is taken to ensure the long-term future of UK steel production. Public procurement rules must be introduced to ensure that UK steel, alongside other UK manufactured products, is always sourced to support public sector procurement projects, including HS2, new hospitals and other infrastructure projects, our Royal Naval ships and when purchasing new rolling stock for our railways. It is also imperative that the government creates a level playing field for UK steel by examining extortionate charges for energy and business rates, in order to allow UK steel to properly compete with steel being produced in Europe and further afield.”

Metalloinvest Appoints Mr Anton Zakharov as MD of Mikhailovsky GOK

Mr Anton Zakharov, Director of Economics at Management Company Metalloinvest, has been appointed Managing Director of Mikhailovsky GOK of Metalloinvest. Until the appointment of a new Director of Economics, Anton Zakharov will fulfil both roles.

From 2010 to 2016, Anton Zakharov worked in Metalloinvest’s Economics Directorate, where he rose from Chief Specialist to Controlling Department Director. From 2016 to 2019, he served as Director of Project Management at USM Management LLC. From February to November 2019, he was Deputy Director of Economics at Management Company Metalloinvest. Since November 2019, Anton Zakharov is Director of Economics at Management Company Metalloinvest.

Severstal Discloses 2020 Environmental Investment Plan

PAO Severstal, one of the world’s leading vertically integrated steel and steel-related mining companies, announces its plans to invest plan approximately 1.1 billion roubles in environmental projects in 2020. The investment will cover a full environmental refurbishment programme at Severstal’s main assets to further reduce the Group’s environmental impact. 671 million roubles will be invested in environmental refurbishment at the Cherepovets Steel Mill in 2020. A key project to improve air quality will be the technical refurbishment of the solid fuel preparation unit in sinter shop No. 3. This will contribute towards Russia’s federal Clean Air project, which is part of the national Ecology project, and is expected to reduce Severstal’s carbon monoxide emissions by 5,846 thousand tons annually.

In addition, in 2020, the CherMK coke-and-gas plant will complete metrological certification for its system of monitoring the particle composition of exhaust gases from the sintering machines. The automatic system will enable the plant to monitor its agglomeration technology in real-time. The real-time monitoring will involve specialists measuring the process parameters and the concentration of agglomeration-specific substances online. Once the system is fully installed and the real-time agglomeration technology monitoring is up and running, the plant expects to reduce its pollutant emissions by 2,579 thousand tons annually.

Severstal-metiz plans to invest 30 million roubles in the Orel steel rolling plant. The majority of the investment is aimed at improving production technology, which will reduce its impact on the environment, primarily by reducing acidic effluents.

406 million roubles will be invested in the Company's Resources businesses in 2020. In 2020, Vorkutaugol will allocate 87 million roubles towards the full or partial modernisation of treatment facilities at all of its current mines and the Vorkuta mechanical plant.

Environmental investments at Olkon this year are planned to total 39 million roubles; six of the 17 aspiration systems at the crushing and processing plant are due to be replaced, and a full replacement of the remaining systems is scheduled over the next three years. Funds will also be used for building treatment facilities with modern treatment systems for wastewater releases in the quarry named after the XV anniversary of the October Revolution, and in the Komsomolsk quarry.

In 2020, the construction of a pilot desulphurisation plant will begin at Karelsky Okatysh, which will capture sulphur dioxide formed after firing pellets. The company is also launching two water conservation projects: treating quarry water using a natural component – peat substrate, and the construction of a closed circuit of the tailings storage facility, to minimise discharges into water bodies. These projects are expected to be developed over several years. In 2020, Karelian Okatysh will invest over 193 million roubles in environmental initiatives.

Yakovlevsky GOK will invest approximately 87 million roubles in environmental initiatives in 2020. Its primary focus will be on developing a technological solution to purify mine water. The Company is currently working on the design of experimental phyto-treatment facilities. Once industrial tests have been completed, based on the effectiveness of the technology plans will be drawn up for further rollout.

AISI Update on Raw Steel Production in US in Week 09

In the week ending on February 29, 2020, domestic raw steel production was 1,923,000 net tons while the capability utilization rate was 82.5 percent. Production was 1,917,000 net tons in the week ending February 29, 2019 while the capability utilization then was 82.4 percent. The current week production represents a 0.3 percent increase from the same period in the previous year. Production for the week ending February 29, 2020 is up 1.2 percent from the previous week ending February 22, 2020 when production was 1,901,000 net tons and the rate of capability utilization was 81.5 percent.

Adjusted year-to-date production through February 29, 2020 was 16,350,000 net tons, at a capability utilization rate of 81.8 percent. That is up 0.8 percent from the 16,228,000 net tons during the same period last year, when the capability utilization rate was 81.3 percent.

Broken down by districts, here's production for the week ending February 29, 2020 in thousands of net tons: North East: 232; Great Lakes: 691; Midwest: 205; Southern: 723 and Western: 72 for a total of 1923.
