Punjab Police Raids Classic Wire Products for Selling Fake Tata Wiron Products

As part of the ongoing effort to protect its brand and assets, Tata Steel, with the support of Punjab Police, raided the premises of Classic Wire Products in Mandi Gobindgarh in Fatehgarh Sahib in Punjab for selling counterfeit Tata Wiron products. According to the First Information Report filed by the Mandi Gobindgarh Police Station, the raid was conducted by Tata Steel with the support of the Punjab Police at the counterfeiter’s premises that was using the name “TATA WIRE PRODUCTS” (brand name - Tata Wiron) without any authorisation and was involved in selling of wires including barbed wires. These counterfeit wires were being sold in the market under the name “TATA WIRE PRODUCTS” causing confusion in the minds of the consumers. In this connection, two persons were arrested by the Punjab Police and formal charges will be brought against them. Further, the Police have also seized print stationery including visiting cards, packaging materials, and envelopes with ‘TATA’ name on them and subsequently removed the name TATA from the unauthorised display boards and hoardings.

Tata Steel strongly condemns the misuse and illegal usage of its trademarks, logos and other intellectual properties. In pursuit of protecting the Company’s brand reputation and goodwill, Tata Steel’s brand protection team continuously monitors and acts against entities including counterfeiters which are infringing on Company’s Intellectual property rights.

China Steel Corp cuts Flat Product Prices as Coronavirus COVID-19 Spreads

Taiwanese steelmaker China Steel Corp last week announced price cuts for products delivered in May to boost market confidence amid the COVID-19 pandemic. The company said it would cut by NTD 300 (USD10) per tonne prices of hot-rolled steel plates, hot-rolled steel coils, hot-rolled and cold-rolled steel pipes, electro-galvanized sheets and pre-painted galvanized steel coils. The price of electrical sheets would remain unchanged. Although the pandemic has had minor effects on Taiwan’s supply chain, due to the nation’s prompt efforts to contain the virus, CSC said it would nevertheless trim quoted steel prices to stimulate shipments for downstream vendors.

CSC said “The move matches recent price adjustments by its Chinese peers, including Baoshan Iron & Steel Co, China’s largest steelmaker, which lowered steel prices for next month.”

Amreli Steel Appeals to Pakistan PM Imran Khan for Support over Coronavirus COVID-19

The News reported that the steel industry of Pakistan has appealed to Prime Minister Imran Khan to act now by providing immediate relief package to the industry of the country to save it from collapse and to save jobs of large number of poor workers. In an appeal addressed to the Prime Minister Imran Khan, Abbas Akberali, Chairman Amreli Steels, exhorted that like the special package announced for the textile sector, similarly, a package must be announced for the steel sector to save it from total meltdown. He wrote “Worldwide many countries have reduced the interest rates to zero percentage and in Pakistan the interest rates need to be reduced to maximum 5 per cent during such an extra ordinary situation created due to coronavirus pandemic. ‘In response to this crisis, governments and central banks all over the world have enacted fiscal and monetary stimulus measures to counteract the disruption caused by the coronavirus. With the Pakistani economy already struggling to survive, the Corona Virus Epidemic is going to create a severe cash crunch with drastic reduction in demand. These factors are sure to leave many businesses bankrupt and hundreds of thousands unemployed unless the government acts immediately.”

He urged the government that “The interest rates must be reduced to 5% immediately for the next 12 months as an extra ordinary measure.. Those principal payments for long term and short term loans should be deferred for the next 12 months while industry can try to service interest at a reduced rate of 5%. RD and other import duties on steel meltable scrap should be reduced to 0% as it is a primary raw material for the steel industry. And all duties & taxes on also PCT 7204.4920 for un-serviceable auto parts be reduced to zero percent,” he added. He said that targeted measures are need of the hour to support businesses through this period of disruption caused by COVID-19. Govt of Pakistan must act now to save the economy from de-industrialization & loss of jobs. The Chairman Amreli Steel said that the prevailing situation is an extra-ordinary situation wherein the global economy is likely headed towards deep recession due to COVID-19 and this situation calls for special measures to save the industry from collapsing.”

Community Union calls for Steel Plant Staff to be added to UK Government's list of key workers

The steelworkers’ trade union Community has raised concerns about safety critical operations at integrated steelworks and called for those in essential roles to be added to the government’s list of key workers. The Scunthorpe and Port Talbot steelworks are both Tier 1 COMAH sites, which mean they have operations using dangerous substances as well as obligations to prevent major accidents and limit the consequences of major accidents. The union argues that primary end operations – the coke ovens, blast furnaces and steelmaking – at both sites need to be properly manned to ensure the plants can run safely.

General secretary Roy Rickhuss said “We’re calling on the government to urgently review its position. We are duty-bound in the interests of our members and the steel communities in which they live to raise concerns about potential risks to health, safety and the environment. Maintaining the manning levels in the primary end operations and other safety critical roles is vital at this time. Furthermore it is vital to ensure that the right skills and experience are protected to safely run down production in the worst case scenario. Acknowledging these steelworkers as key workers is a small step that could prevent big consequences. An industrial accident at Scunthorpe or Port Talbot could have a devastating impact on those communities.”

Automated Surface Inspection for ARANIA’s Skin Pass Mill

ARANIA S.A has installed AMETEK Surface Vision’s SmartView automated inspection system on its skin pass mill to ensure steel quality. SmartView Metals - ARANIA Case Study ENARANIA’s production process consists of pickling line, cold rolling mills, annealing furnace, skin pass mill and multiple slitting lines. The standards and certifications are maintained by the internal laboratory. The laboratory is focused on the needs of the customers: the different product analyses that guarantee the highest quality and, of course, the fulfillment in design specification. Rafael Mendoza, ARANIA S.A. IDQ Product Development Manager, said: “The sophisticated inspection systems in steel industries were historically reserved for big size steel producers. There are numerous companies of ARANIA’s size which have never considered inspection systems. Today, however, our customers are expecting the highest quality and flexible small volume deliveries.”

To meet these expectations, ARANIA was looking to implement an automated inspection system, with the primary goal of assuring automotive customers that the delivered material met top quality requirements.

Nearly 70% of the steel production goes through the skin pass mill. This is a quarto mill workspace with a radio-isotope gauge for thickness measuring, using antioxidant thixotropic oils and precision surface finish work rolls to deliver a high-quality final product.

The skin pass process only modifies the material thickness by 0.5 to 1.5%, but significantly increases the surface smoothness of the coils, unifies the thickness and improves their mechanical properties.

This made the skin pass mill the selected site for the installation of the inspection system.

Pakistan Association of Large Steel Producers Seek Relief Measures

The Tribune reported that following the outbreak of coronavirus in the country, Pakistan Association of Large Steel Producers has requested relief measures from the government, citing the global economy seems to be heading towards recession. PALSP Secretary-General Syed Wajid Bukhari said “It is an extraordinary situation, which calls for extraordinary measures. Governments and central banks all over the world have introduced fiscal and monetary measures to counter the disruption caused by the pandemic. With the Pakistani economy already struggling to leap forward, the coronavirus outbreak is expected to cause a cash crunch and drastic reduction in demand, which may leave many businesses bankrupt and workers unemployed. To avoid a complete meltdown of the economy, the interest rate must be slashed to 5% for the next 12 months on an immediate basis as an extraordinary measure.”

He said “There are companies which have paid more than Rs1 billion in interest in the last one year alone. Due to the economic slowdown in the country, the cost of raw material has risen up to 35%, which the industry cannot pass on to customers because of their lower purchasing power.”

He demanded that all principal loan repayments in the long and short term should be deferred for the next 12 months while the industry could try to pay mark-up at a reduced rate of 5%.

Bukhari stressed that the minimum turnover tax for the industry and retailers should be reduced to 0.25% with immediate effect. He urged the government to reduce the regulatory duty and other import duties on the meltable steel scrap to 0% as it was a primary raw material for the steel industry.

He also requested the government to immediately issue orders for adjusting the full sales tax (input tax) for the documented steel industry players on their opening inventory of July 1, 2019.

The leading national Indian trade fairs Wire India, Tube India, METEC India and India Essen Welding & Cutting will take place from 25 to 27 March 2021 at the Bombay Convention & Exhibition Centre. By postponing the events until next year, the Indian organiser Messe Düsseldorf India is reacting to the current dynamics with regard to trade fair shifts in the international calendar of events for metal and metallurgy trade fairs and COVID-19 and its unforeseeable after-effects worldwide.

Together with partners from business and industry, the situation was reassessed and the difficult decision was made to postpone the successful metal trade fair quartet until spring 2021. Around 400 exhibitors from 25 countries are expected to attend.

ArcelorMittal zet twee hoogovens stil in VS en Canada

(ABM FN-Dow Jones) ArcelorMittal heeft besloten om twee hoogovens, in het Amerikaanse Indiana Harbor en in het Canadese Dofasco, stil te zetten, nu het coronavirus de vraag naar staal in Noord-Amerika flink aantast. Dit maakte de staalreus maandag bekend.

Hierdoor blijft er nog maar één hoogoven open in Indiana Harbor. In november werd daar al een andere hoogoven gesloten. ArcelorMittal zei met vakbond United Steelworkers Union samen te werken om werknemers over te plaatsen naar andere locaties.

Met de sluiting van de hoogoven in Dofasco zullen er geen banen verloren gaan, aldus de staalreus.

Global Crude Steel Production in February 2020 up by 2.8% YoY

World crude steel production for the 64 countries reporting to the World Steel Association was 143.3 million tonnes in February 2020, a 2.8% increase compared to February 2019. China’s crude steel production for February 2020 was 74.8 million tonnes, an increase of 5.0% compared to February 2019. India produced 9.6 million tonnes of crude steel in February 2020, up 1.5% on February 2019. Japan produced 7.9 million tonnes of crude steel in February 2020, up 2.2% on February 2019. The US produced 7.2 million tonnes of crude steel in February 2020, an increase of 3.0% compared to February 2019.

Indian Steel Ministry asks Steel PSUs to Maintain Steel Production amid Coronavirus COVID-19

PTI reported that Inda’s steel ministry held a meeting with management of PSUs under its control to take stock of the situation amid the coronavirus outbreak, and asked them not to reduce production. Steel Secretary Mr Binoy Kumar chaired the meeting, via video-conferencing, in which senior officials of SAIL, RINL, NMDC, MOIL and KIOCL. Sources told PTI "They were asked about their preparedness at their plants and units in the wake of outbreak of coronavirus. They have been asked to produce as usual and not reduce production.”

According to the sources, the PSUs told the ministry that its officials who were on duty at important functional locations faced issues, as they were stopped by local authorities. Another concern raised in the meeting was transportation of raw materials.

Russian Steel Producers Suspend Alcohol Tests amid Coronavirus

Reuters reported that dome of Russia’s biggest steel producers have suspended alcohol tests for employees because of the coronavirus outbreak. Many Russian heavy industrial plants have installed breathalyser devices at workplaces in recent years as a health and safety measure to check whether workers have been drinking. But with the possibility that the virus could be spread via surfaces touched by many people, some firms have suspended use of the devices - often small frames on which a worker breathes and receives a pass or fail in seconds.

Vietnam Extends Safeguard Measures for Steel Billet and Bars Imports

Vietnam’s Ministry of Industry and Trade has extended safeguard measures for steel billet and steel bars imported to Viet Nam until March 21, 2023. According to Decision 918/QD-BCT issued on Friday, the safeguard duty is 15.3 per cent for steel billet and 9.4 per cent for steel bars during the period from March 22, 2020 to March 21, 2021. The tariff will be reduced to 13.3 per cent and 7.9 per cent for steel billet and steel bars, respectively, for the following year. And they will continue falling to 11.3 per and 6.4 per cent in the period from March 22, 2022 to March 21, 2023. The duty will decrease to zero per cent from March 22, 2023 if the ministry does not renew the safeguards.

Products subject to duty have the HS codes 7207.11.00; 7207.19.00; 7207.20.29; 7207.20.00; 7224.90.00; 7213.10.10; 7213.10.90; 7213.91.20; 7214.20.31; 7214.20.41; 7227.90.00; 7228.30.10 and 9811.00.00.

Countries and territories exempted from the safeguard duties are those in North Africa, sub-Saharan Africa, Middle East, Asia Pacific and Latin America-Caribbean, and some in Europe, Central Asia and South Asia.

BlueScope Denies ACCC Cartel Claims

Sydney Morning Herald reported that BlueScope Steel has denied the competition regulator's claims that it engaged in cartel conduct over prices, rejecting allegations that a former executive had tried to induce agreements with other steel businesses. In a defence filed in the Federal Court, BlueScope dismissed claims that former executive Jason Ellis had made particular comments at meetings with a number of companies about how to set flat steel prices. As well as denying that such comments were made, the company said that if the alleged words were said those words did not carry within their terms the potential for an arrangement or understanding.

BlueScope also flatly denied allegations contained in the Australian Competition and Consumer Commission's statement of claim that its current CEO, Mark Vassella, was aware of certain aspects of the alleged cartel behaviour. According to the company, the regulator's claim was embarrassing and liable to be struck out.

The ACCC had alleged that Mr Vassella's awareness of certain aspects stemmed from a number of points, including "presentations made by Ellis to Vassella between at least October 2013 and April 2014 in which Ellis recorded words to the effect that BlueScope intended to increase the profitability of Australian Steel Distributors by attempting to set a price floor at which they sold Flat Steel Products".

Mr Vassella was a senior BlueScope executive at the time but not the group's overall CEO.

Canada Opens Probe on Import of Corrosion-Resistant Steel from Turkey, UAE and Vietnam

The Canadian International Trade Tribunal has initiated an inquiry to determine whether the dumping and subsidizing of corrosion-resistant steel sheet, originating in or exported from the Republic of Turkey, the United Arab Emirates and the Socialist Republic of Vietnam, have caused injury or retardation or are threatening to cause injury. This final injury inquiry was initiated further to a notice received from the Canada Border Services Agency stating that a preliminary determination had been made respecting the dumping and subsidizing of the above-mentioned goods.

On July 17, 2020, the Tribunal will determine whether the dumping and subsidizing have caused injury or retardation or are threatening to cause injury to the domestic industry.

GMS Market Commentary for Shipbreaking in Week 12 -Panic Stations

Pandemonium has been sweeping across the globe this week, as an increasing number of ports worldwide have reported shut downs, quarantines on incoming crew are being imposed at those that are still open for operation, and recycling deliveries are being jeopardized - both for ships arriving Indian subcontinent locations and for many 'as is' recycling deals the world over. The virus has started to spread at a worrying pace throughout Europe and the USA, just as cases in the Far East have reportedly start to spike up again. This has dented any confidence that was emerging, following a period of relative stability, where cases in China, Korea and other worst hit areas were beginning to decline. As such, it seems churlish to be talking of recycling rates and market sentiments where essentially, minimal interest or confidence remains on the market to buy any fresh tonnage or vessels that have failed or those that are still unsold in various Cash Buyer hands.

As Pakistan and India close their doors on all foreign ships arriving (with India also cancelling all international flights), the reality is that subcontinent recycling locations will remain quiet as long as the Coronavirus crisis persists.

Global Government efforts and the ongoing focus remains on fighting this virulent pandemic, and whilst shipping markets continue to struggle - this is certainly the least of the international communities' concerns at present.
Given the signs of progress that were emanating from China and the swift and decisive action taken to combat the virus there, as long as governments and citizens react in a similarly urgent and cooperative manner, lives can be saved and we shall prevail.

ArcelorMittal Operations Hit by Coronavirus Outbreak

ArcelorMittal announced its decision to idle blast furnaces and other unts in many countries in order to align production with demand and to ensure safety of its employees in the wake of COVID-19 outbreak. The company announced the decision to idle blast furnace #4 at its Indiana Harbor steel mill in East Chicago. The steelmaker has also decided to cut production at its Dofasco mill in Hamilton in Ontario. The company has decided to blow down No.3 blast furnace at the mill, which is the smallest of three blast furnaces at the mill. In addition, it has also decided to take adequate steps to reduce production at its European facilities.

ArcelorMittal has idled blast furnace 3 at its Bremen site in Germany, which was only restarted in January after extended repairs.

The blast furnace at Asturias and facilities in Sestao in Spain will halt in the coming days, while the Aviles steel shop will work at half capacity. Galvanising lines at Asturias and Sagunto will be suspended.

However, ArcelorMittal is the only firm Italy that is allowed to continue producing steel at its Taranto site in Italy after the government tightened measures on non-essential industrial activity over the weekend in its continuing fight against the spread of the coronavirus

ArcelorMittal Kryvyi Rih operation of Blooming-1, light section mill No. 3 of rolling shop No.1, central electrotechnical laboratory and electrical repair shop is almost completely stopped. Acting CEO said “While elaborating the preventive measures against COVID-19 on a governmental level it would be wrong just to copy practices of the USA or any other countries, not considering the situation in Ukraine and basic differences of economics. If the government stops operation of some industries sharply, which previously supported Ukraine’s economics efficiently; the whole country will feel it very fast. For example, Ukraine’s metallurgy is fully based on processing of its own iron ore. If excavation of iron ore in the context of the state of emergency is stopped, metallurgy will stop too. In addition, our company will not be able to work without imported coal, on which we depend completely. Stoppage of coke batteries, due to absence of coal, will lead to irreversible destruction. These logical chains are obvious, and there more examples like this one. That is why we rely a lot on reasonable decisions of the government, which would enable Ukraine’s metallurgy, a key industry of economics, to work in a stable way.”

US Steel to idle Steel Tube Plants over Coronavirus Outbreak

US Steel will indefinitely idle its tubular steel mills in Texas and Ohio as a result of challenging market conditions and high import levels. The company has issued Worker Adjustment and Retraining Notification notices to employees of the Lone Star Texas mill and Lorain Ohio mill advising that layoffs related to the idle could take effect in as little as 60 days. Spokeswoman Meghan Cox said “Any remaining orders for the idled facilities may result in some shift to one of US Steel's other tubular facilities. The adjustment of operations has the potential to impact approximately 600 employees at Lone Star Tubular Operations. At Lorain Tubular Operations, the potential impact is around 250 employees. While we do not expect to lay off that number of employees, the total number of employees impacted will depend on operational and maintenance needs."

US Steel's Lone Star Tubular Operations facilities in Lone Star specializes in the manufacturing of electric-resistance welded tubular products and the Lorain manufacturing facility produces high-quality seamless pipes.

Reliable Assessment of Business Development Currently not Possible - Salzgitter

German steel maker Salzgitter said that “The coronavirus and its immediate impacts have engulfed business and society. The development of the environment relevant for the business performance of Salzgitter Group can therefore currently not be reliably assessed. At this moment we can neither maintain the forecast report of Salzgitter AG, which was published on March 16, 2020, nor provide an adequately robust new forecast for the financial year 2020.”

It said “We give top priotrity to the health and safety of our employees. At the same time we are committed to maintaining the business operations of our subsidiaries and shareholdings to the greatest extent possible in order to remain a reliable partner for our customers also in these difficult times. In order to achieve this, we are utilizing all available instruments with a view to minimizing the economic impact of the corona pandemic.”

Voestalpine Reduces Steel Producton as COVID-19 Spreads

Austrian steel maker voestalpine said that the company started taking measures appropriate to the situation immediately following the emergence of the coronavirus in China, drawing up recommended courses of action for its employees, suppliers, and partners. It said “These are reassessed and adjusted on an ongoing basis. Furthermore, a broad range of communication measures ensure that the global workforce is supplied with comprehensive information which is updated daily. All measures are closely coordinated with the public authorities, and comply with the current regulations. Over the past few days, rigorous measures have been implemented in most countries, especially in Austria, location of voestalpine AG headquarters, to contain the spread of the disease as quickly as possible. voestalpine wholeheartedly supports these statutory measures. Many voestalpine employees are already working from home where operational circumstances permit. The option of working from home will be extended further over the coming days, to cover all the group companies.”

It added “As a manufacturing company, voestalpine also has many facilities which cannot operate unless staff are physically present. We are currently examining which production areas can continue to operate in compliance with all the legal regulations, and which will need to significantly reduce operations or even be completely shut down. Employees in production, plant maintenance, and other operationally-critical areas will continue working on site until further notice. Here the highest priority will be given to safety measures designed to protect health and maintain hygiene.”

The abrupt slump in customer demand is forcing the company to reduce production in specific areas. This includes reducing pig iron capacity at the site in Linz by around 20%, by temporarily shutting down a small blast furnace.
